Bulk Energy Storage Request for Proposals

Con Edison and Orange & Rockland are seeking bids for scheduling and dispatch rights for distribution and transmission connected energy storage systems that will achieve commercial operation by end of 2030.

Instructions and Documents for Prospective Bidders

Please review all requirements and provisions of the Request for Proposal and appendices thoroughly. Only complete offers will be accepted and evaluated.

Interested bidders must submit a Phase One offer before being invited to submit a Phase Two offer. Phase One submissions are due on February 28, 2025, at 5 p.m. EPT.  

By March 31, 2025, bidders will be notified of their approval to submit a Phase Two offer. Only approved Phase One bidders will be eligible. Phase Two offers are due on June 30, 2025, at 5 p.m. EPT.

Additional Phase Two documents will be posted as they are released. Refer to our archive of past solicitations for guidance on what additional documents may be required to submit a bid.
